國立中興大學於2005年11月8日（週二）至11月9日（週三）假興大萬年樓國際會議廳四樓，舉行「網路科技與管制革新國際研討會」。該研討會係鑑於電腦網際網路之發展與網路交易之應用無遠弗屆，與公眾利益息息相關，其交易之安全性、公平性及效率性，影響層面極為廣泛。不論對相關事業公平競爭與保護消費者權益，甚至社會安全與安定，均產生空前挑戰，並引發相應的管制革新，值得深入研討。
會中邀請此領域之國際著名學者，美國華盛頓大學法學教授兼法律、商務及科技研究中心主任 (Center for Law, Commerce and Technology)，Prof. Jane K. Winn（美國哈佛大學法學博士）就以下八項中心議題：開放原始碼軟體(Free and Open Source Software Licenses)、聯合開發軟體之社會成本與效益(Collaborative Development of Software: Costs and Benefits)、電子契約與公平交易(Electronic Contracting and Unfair Trade Practices in Electronic Markets)、網路銀行之挑戰(Challenges of Internet Banking)、網路安全(Cyber Security)、資訊隱私權(Information Privacy)、認證盜竊(Identity Theft)、垃圾電子郵件(Unsolicited Commercial Email )，分八個場次進行，並由該領域之國內專家學者擔任主持人或與談人進行深度討論。
國立中興大學 蕭介夫校長將親臨開幕致詞，據主辦此一研討會之產業發展研究中心表示將有產、官、學、研計二百位人員參與本次研討會，誠摰邀請各方人士參與本次研討會，會議之參與全程免費，藉此廣匯各方專業知識，以期就相關議題之解決提供可行之道，研討會活動報名網址
