說明:
一、有鑑於日前媒體報導大專校院學生報名國際研討會疑遭詐欺案件,為維護校內師生學術研究成果及人身、財產安全,請學校就防範掠奪性會議等議題強化校內宣導並提供師生指引參考運用。
二、有關防範掠奪性期刊及研討會參考資訊,說明如下:
(一)報名前進行相關檢核與確認:目前最常使用的會議檢核表為Think.Check.Attend網站的Conference Checker(https://thinkcheckattend.org/conference-checker/),其態樣主要可透過「主辦與贊助單位」、「議程與籌備委員會、議程委員會」、「研討會論文集」等面向逐一檢視確認以進行研討會之判斷。
(二)檢視優良或疑義研討會參考清單:部分組織及個人會依特定目的及需求分別建立參考清單,可於報名前檢視。
(三)報名後處理建議:參採中央研究院「學術倫理─掠奪性期刊與會議」專區(https://ae.daais.sinica.edu.tw/pages/3695)引用Ottawa Hospital Research Institute's (OHRI) Journalology網頁所建議,師生如已投稿掠奪性期刊,應採取不付出版費、不簽署著作權同意書、要求撤回撤銷論文、不付撤回撤銷費用、並於未來投稿其他期刊時主動揭露本次投稿經驗等行動,以避免進一步受害。
(四)其他更多資訊:教育部已於「臺灣學術倫理教育資源中心」網站建立「留意掠奪性期刊及會議」議題教材包(https://ethics.moe.edu.tw/packagepost/detail/1/),提供線上課程、文宣品及相關資源等,並持續篩選重要資訊補充、更新,請多加利用。
三、有關校內宣導,請學校基於學術自主及自律,考量校內各學術單位不同之發展目標、需求及慣例,評估採取以下措施:
(一)校級單位:
1、於圖書館或研究發展處等校級單位,設置專區說明,並可提供一般諮詢服務管道。
2、可介紹掠奪性期刊與研討會之一般性特徵及應注意事項,並定期更新相關介紹文章。
(二)系級或院級單位:
1、得依各學術領域及系所特性,提供滾動修正之研討會優良名單或疑義名單,視性質公告於內部或外部網路供師生參考,並可考量列為補助或送審門檻,做為引導機制。
2、可建立內部討論專區,提供資訊分享與交換意見的平臺,並鼓勵學生於參與研討會時多方確認並請教師長。
(三)教育部前於108年5月3日臺教高(五)字第1080047703號函、108年6月3日臺教高(五)字第1080067996號函周知各大專校院,針對教師資格審查及相關計畫補助建立機制,防範掠奪性期刊及會議,亦請酌參。
四、推動相關措施之之注意事項:
(一)疑義名單方面,參考國內外情況,除經司法判決之案例外,尚無法直接公開指認特定期刊或會議為學術詐騙。然因掠奪性型態層出不窮,會議名稱亦快速更迭,仍須注意提醒師生判別清單以外的掠奪性期刊與研討會,為有效防範,建議以增進師生對掠奪態樣的認識及判別知能為優先。
(二)優良名單方面,因除有不同領域、不同學派、不同學校認知上之差異,也可能排擠新興期刊的生存空間,爰建議考量依各學術領域及系所特性,由各系所自行評估建立名單。

1. Regarding the prevention of predatory journals and conferences, the details are as follows:
1-1. Conduct relevant checks and confirmations before registration: The most commonly used conference checklist is the Conference Checker on the Think.Check.Attend website (https://thinkcheckattend.org/conference-checker/). Its aspects can mainly be reviewed and confirmed through "Organizers and Sponsors," "Agenda and Organizing Committee, Program Committee," and "Conference Proceedings" to make a judgment on the conference.
1-2. Review reference lists of reputable or questionable conferences: Some organizations and individuals establish reference lists for specific purposes and needs, which can be reviewed before registration.
1-3. Post-registration handling recommendations: Referring to the "Academic Ethics - Predatory Journals and Conferences" Academia Sinica (https://ae.daais.sinica.edu.tw/pages/3695) and recommendations from the Journalology webpage of the Ottawa Hospital Research Institute (OHRI), teachers and students who have submitted to predatory journals should take actions such as not paying publication fees, not signing copyright agreements, requesting withdrawal of the paper, not paying withdrawal fees, and disclosing this submission experience when submitting to other journals in the future to avoid further harm.
1-4. Other information: The Ministry of Education has established the "Beware of Predatory Journals and Conferences" teaching material package on the "Taiwan Academic Ethics Education Resource Center" website (https://ethics.moe.edu.tw/packagepost/detail/1/), providing online courses, promotional materials, and related resources. Important information will be continuously screened, supplemented, and updated, so please make full use of it.
2. Regarding internal promotion, schools are requested to consider the different development goals, needs, and practices of their academic units based on academic autonomy and self-discipline, and evaluate the following measures:
2-1. University-level units:
2-1-1. Set up a special area in units such as the library or the research and development office to provide general consultation services.
2-1-2. Introduce the general characteristics of predatory journals and conferences and important points to note, and regularly update related articles.
2-2. Department or college-level units:
2-2-1. Based on the characteristics of each academic field and department, provide a rolling revised list of reputable or questionable conferences, which can be announced on internal or external networks for reference by teachers and students. It can also be considered as a threshold for subsidies or review as a guiding mechanism.
2-2-2. Establish an internal discussion area to provide a platform for information sharing and exchange of opinions, and encourage students to confirm details and consult their mentors when participating in conferences.
2-3. The Ministry of Education previously informed universities and colleges on May 3, 2019, with letter Tai Teach High (5) No. 1080047703 and on June 3, 2019, with letter Tai Teach High (5) No. 1080067996, to establish mechanisms to prevent predatory journals and conferences in teacher qualification reviews and related project subsidies. Please refer to these mechanisms as appropriate.
3. Points to note when implementing related measures:
3-1. Regarding questionable lists: Based on domestic and international situations, except for cases judged by the judiciary, it is not possible to directly publicly identify specific journals or conferences as academic fraud. However, due to the ever-changing nature of predatory types and the rapid turnover of conference names, it is still necessary to remind teachers and students to discern predatory journals and conferences beyond the list. To effectively prevent this, it is recommended to prioritize enhancing teachers' and students' understanding and ability to identify predatory behaviors.
3-2. Regarding reputable lists: Considering the differences in recognition among different fields, schools of thought, and institutions, as well as the possibility of squeezing out emerging journals, it is recommended that each department evaluates and establishes its own list based on its academic field and department characteristics.
