NCHU Hospital Application Under Review by MOHW, Aiming to Secure Beds This Year

National Chung Hsing University (NCHU), which established the only national university medical school and post-baccalaureate medical department in central Taiwan in 2022, has recently drawn significant attention. The university is now focused on advancing its application to establish an affiliated hospital. In September 2024, the Taichung City Government’s Medical Review Committee approved the establishment of the hospital and the application for 499 acute general hospital beds. The application is currently under review by the Ministry of Health and Welfare (MOHW). NCHU is actively seeking both local and central government support to secure approval for the hospital beds this year, which will facilitate the launch of a smart healthcare park BOT project and contribute to the development of healthcare in central Taiwan.
According to NCHU, central Taiwan currently has only one public medical center, and the population of Taichung City has increased by over 140,000 people in the past decade. This has led to a significant shortage of public medical resources compared to the northern region. With the advent of a super-aged society in 2025, emerging infectious diseases, and unpredictable complex disasters, the establishment of the NCHU Hospital will play a crucial role in supporting the national “Healthy Taiwan Deepening Plan.” It aims to create a healthier Taiwan, balance regional medical resource disparities, and provide a resilient and intelligent healthcare system.
The hospital will focus on three main development areas: smart healthcare, precision health, and preventive medicine. It will align with government policies to address urgent healthcare needs in areas such as epidemic prevention, acute and critical care, chronic diseases, and long-term care in central Taiwan. Additionally, in response to unpredictable international conflicts and developments in the Taiwan Strait, the establishment of a military medical system is also an urgent priority. The medical departments will include Surgery, Internal Medicine, Obstetrics and Pediatrics, Specialty Departments, and Traditional Chinese Medicine, covering 32 sub-disciplines. The hospital’s application includes 499 acute general beds and 132 special beds.
NCHU’s Fuxing campus, located at the intersection of Wuquan South Road and Fuxing Road Section 3, spans 2.39 hectares and is near Wuquan Station and the National Library of Public Information. The campus will be developed into a smart healthcare park in two phases. The first phase includes the construction of the Smart Healthcare Building (NCHU Hospital) and the Medical Teaching Research Building. The second phase will focus on the Precision Health Building. If the MOHW approves the requested number of hospital beds, NCHU plans to initiate a BOT process to seek collaboration with top medical centers, selecting the best partners and plans for development. The project is expected to take ten years, with the first phase scheduled for completion by 2030.
NCHU President Fuh-Jyh Jan stated that the medical school currently includes the Department of Post-Baccalaureate Medicine, the Graduate Institute of Clinical Medicine, the Institute of Biomedical Sciences, the Graduate Institute of Chinese Medicine and Drug Development, the Doctoral Program in Tissue Engineering and Regenerative Medicine, the Graduate Institute of Clinical Nursing, and the Graduate Institute of Biomedical Engineering. One of the university’s key projects is the construction of a Medical Teaching Research Building, which will serve as a high-quality educational space. The Smart Healthcare Building will implement the “Smart Hospital 4.0” concept, strengthening transitional care and achieving patient-centered, integrated care.
President Jan expressed gratitude for the recognition and support from the Taichung City Government’s Medical Review Committee and other stakeholders but acknowledged that there are still many challenges to overcome. He emphasized that the establishment of the affiliated hospital is crucial for strengthening the national healthcare system, particularly improving the resilience of the medical network in central Taiwan. He hopes for strong support from the central government and plans for close cooperation with the central Taiwan medical network to provide better healthcare environments and medical quality for the public.
