NCHU and TIER Sign MOU to Establish a New Model for Academia-Think Tank Collaboration

In response to the rapidly evolving global technological and industrial landscape, National Chung Hsing University (NCHU) and the Taiwan Institute of Economic Research (TIER) signed a Memorandum of Understanding (MOU) on June 19. The agreement aims to integrate academic research and policy practice through resource sharing and reciprocal exchanges. Notably, the partnership also marks the launch of a new student internship program, placing NCHU students at TIER to strengthen interdisciplinary skills and align academic training with industry needs.

The MOU was signed by NCHU President Fuh-Jyh Jan and TIER Vice President Xin-Wu Lin. The collaboration will focus on six key areas: exchange visits and academic interactions, student internships and personnel recruitment, joint research projects, co-appointment of faculty and researchers, co-hosting of thematic courses and lectures, and collaboration on international conferences and academic forums.

President Jan emphasized that NCHU is one of Taiwan’s top three comprehensive universities, known for its wide-ranging disciplines and strong interdisciplinary research capacity. TIER, as a leading policy and industry think tank in Taiwan, complements this strength. With student internships as the starting point, Jan expressed confidence that the partnership will expand into broader domains, bringing mutual advancement to both institutions and contributing to national development.

To realize the goal of aligning academic learning with practical application, the two institutions will launch the "Off-campus Industrial Internship at TIER" program starting from the first semester of the 2025 academic year. NCHU plans to recommend four students to participate in TIER’s policy research and think tank operations. Interns will not only receive a stipend but also earn three graduate-level credits for their participation, gaining valuable hands-on experience, enhancing their interdisciplinary competencies, and boosting their career prospects.

Vice President Lin noted that TIER, now approaching its 50th anniversary, has long established robust partnerships with industry, government agencies, and professional associations, in addition to its well-regarded macroeconomic forecasting work. In recent years, TIER has increasingly focused on long-term issues such as climate change, digital transformation, regional revitalization, and the circular economy. Lin expressed confidence that collaboration with NCHU will further drive research and policy applications in these areas and looks forward to continued exchange and cooperation.

The signing of this MOU between NCHU and TIER demonstrates a shared commitment to creating social value through academia-think tank collaboration. Both parties will continue to deepen their partnership, setting a forward-looking and efficient model of cooperation between higher education and research institutions.
