NCHU Delegation Meets with Penghu County Magistrate to Advance Net-Zero and Smart Sustainability Collaboration

On August 11, National Chung Hsing University (NCHU) Vice President Ching-Piao Tsai led a delegation to meet with Penghu County Magistrate Kuang-Fu Chen and the county government team. The two sides engaged in in-depth discussions on topics including net-zero carbon emissions, blue carbon strategies, smart city development, and telehealth, with the shared vision of deepening industry-government-academia cooperation to build Penghu into a sustainable model island that integrates ecology, tourism, and smart applications.

Harnessing Penghu’s Natural Advantages
Magistrate Chen highlighted Penghu’s unique natural conditions, including abundant sunlight and vast marine areas, which provide inherent advantages for green and blue carbon development. To align with the United Nations Sustainable Development Goals (SDGs) and to realize Taiwan’s vision of net-zero carbon emissions ahead of schedule, the county government has been actively promoting marine conservation initiatives such as coral reef restoration, fish fry release, sea turtle protection, and marine education. These efforts aim to strengthen the resilience and biodiversity of the marine ecosystem.

Building a Blue Carbon Restoration Center
Chen praised NCHU’s strong foundation as an agriculture-based university with distinguished expertise and achievements in agriculture, ecology, and sustainable development. He expressed hope to leverage NCHU’s academic talent and abundant resources to introduce scholarly expertise into Penghu. A key initiative discussed was the establishment of a Blue Carbon Restoration Center, which would promote seagrass restoration and carbon sequestration knowledge dissemination. This initiative would lay a solid foundation for Penghu’s future participation in the carbon credit trading market, ensuring that environmental conservation and economic development progress in tandem.

Toward a Smarter and Healthier Penghu
Chen also expressed gratitude for the NCHU delegation’s professional advice regarding Penghu’s development vision. From urban planning and sustainable management of recreational parks’ green carbon resources to the introduction of telemedicine services that improve healthcare access for local residents, these collaborative efforts are expected to enhance the quality of life for Penghu’s citizens.

Next Steps: Sustainability Roundtable
On August 12, the NCHU delegation and the county government will hold the Penghu Sustainable Innovation Development Roundtable to exchange views on net-zero and blue carbon strategies, smart city development plans, and the future positioning and sustainable management of Penghu’s recreational parks.
