The International Society for Education Through Art (InSEA), founded in July 1954 in Paris, France, is the world’s largest international organization for art education and an official partner of UNESCO. Dedicated to advancing the philosophy of “Education Through Art,” InSEA fosters cultural understanding, artistic creativity, and transnational educational dialogue. With members across more than 80 countries, the organization operates through six regional divisions—Africa & the Middle East, Europe, North America, Latin America, Asia, and Southeast Asia & the Pacific—and has established both Asian and European regional councils. Through global congresses, regional conferences, scholarly publications, and advocacy initiatives, InSEA continuously connects art educators worldwide to explore the transformative role of art in education, culture, and society.

Beginning in July 2025, Associate Professor Hsin-Yi Chao of the Bachelor’s Degree Program in Digital Humanities and Cultural and Creative Industries and the Graduate Institute of Library and Information Science at National Chung Hsing University (NCHU) will assume the role of Chair of the InSEA Asia Regional Council. Dr. Chao has been an active participant in InSEA World Congresses since 2014, consistently presenting research papers on cultural inclusion, digital curation, and inclusive arts, while engaging in scholarly exchanges with international experts. Since 2022, she has served as an Executive Committee Member of InSEA’s Asia Regional Council, contributing to the advancement of art education initiatives across Asia. Her leadership includes organizing international online forums and regional symposiums that address art education topics aligned with global social challenges—such as the Sustainable Development Goals (SDGs), Social and Emotional Learning (SEL), and Artificial Intelligence (AI). These initiatives have successfully strengthened intercultural dialogue and collaboration among art educators in East Asia and beyond.

Dr. Chao holds a Ph.D. in Architecture and a Master of Fine Arts, specializing in digital humanities and inclusive cultural practices. Formerly a curator at the National Taiwan Museum of Fine Arts, she is also the founder and current chair of the Taiwan Art Beyond Vision Association, a non-profit organization dedicated to developing accessible art resources for people with disabilities. Her expertise spans multisensory curatorial practices, universal design in educational materials, and assistive technology innovation. She has curated numerous exhibitions integrating tactile and auditory elements to enhance cultural participation, combining research and creative practice to generate meaningful social impact.
Through her interdisciplinary work bridging academia, art, and accessibility, Dr. Chao continues to advance international collaboration in art education. Her efforts include organizing academic exchange programs, publishing scholarly and artistic works, curating international exhibitions, and developing inclusive educational resources—all aimed at fostering equality, creativity, and global cultural understanding.
