Taiwan-Philippines Partnership Rises through New INTACT Base Philippines Bulacan Hub and INTENSE Program Education Fair 2025

INTACT Base Philippines, led by National Chung Hsing University (NCHU), marked a significant milestone in Taiwan-Philippines academic partnership with the inauguration of the Bulacan Hub and the INTENSE Program Education Fair 2025 at Bulacan State University (BulSU).
Held on October 13-14, 2025, the event brought together key leaders from both nations to celebrate international educational collaboration. Distinguished guests included Mr. Dustin Teng-Shi Yang, Deputy Representative of the Taipei Economic and Cultural Office (TECO) in the Philippines, Commission on Higher Education (CHED) Commissioner Dr. Desiderio R. Apag III, CHED Regional Director Dr. Lora Yusi, Dr. Wen-Yuh Jywe, Head of the INTACT Base and Chair of the INTENSE Program, Dr. Fuh-Jyh Chan, NCHU President, and Dr. Teody San Andres, BulSU President.
Following strategic hubs in University Belt-Manila and Iloilo, the Bulacan Hub symbolizes INTACT Base's mission to expand Study-in-Taiwan support for students in the northern Philippines. The inauguration ceremony was witnessed by 12 Taiwanese and 16 Philippine universities from Region III (Central Luzon).
The two-day INTENSE Program Education Fair drew nearly a thousand students, transforming BulSU’s E-Library Amphitheater into a vibrant international academic exchange hub. Interactive displays, scholarship opportunities, academic tracks, career pathways, and student testimonials highlighted INTENSE program and brought Taiwan's educational landscape directly to Filipino students. Opening with Taiwan and the Philippines national anthems and cultural performances, the event created a memorable atmosphere bridging academic opportunities and cultural understanding.
A landmark moment was the Memorandum of Understanding (MOU) signing between INTACT Base Philippines (co-hosted by NCHU, Kun Shan University (KSU), and Cheng Shiu University (CSU)), and 10 Philippine State Universities and Colleges (SUCs) from Region III. The agreement aims to promote the International Industrial Talents Education Special Program (INTENSE Program), support Mandarin learning, and create international educational opportunities for Filipino students.
Taiwan’s INTENSE Program offers a transformative two-year master's program with monthly stipend and guaranteed two-year employment in Taiwan's industries, creating a holistic pathway for academic to professional development.
Jointly organized by INTACT Base Philippines (co-hosted by NCHU, CSU, KSU) and Bulacan Hub (co-hosted by NCHU and BulSU), the event underscored the shared vision of nurturing global talents, promoting international employability, and facilitating exchange and collaboration between Taiwan and the Philippines.
