As a university rooted in agricultural sciences, National Chung Hsing University (NCHU) has long been dedicated to advancing agriculture and veterinary medicine. In response to the recent detection of African Swine Fever (ASF) positive cases in Taiwan, NCHU promptly mobilized its expertise to support epidemic prevention efforts.
On October 23, the opening day of the Executive Yuan’s “ASF Forward Command Center”, NCHU President Fuh-Jyh Jan immediately offered the university’s laboratory facilities and professional personnel to join the national prevention team. Three days later, on October 26, he further announced that NCHU possesses advanced enzyme-based food waste treatment technology capable of converting raw food waste into fertilizer within three hours, as well as bioenergy conversion technologies that turn food waste into electricity — all of which the university is willing to contribute to government efforts.
The ASF Forward Command Center is located at the Taichung Branch of the Bureau of Animal and Plant Health Inspection and Quarantine, Ministry of Agriculture, housed on the first floor of NCHU’s Animal and Plant Health Inspection Building. Premier Cho Jung-tai presided over press conferences on both October 23 and 26, with President Jan and Vice President Chao-Chin Chang invited to attend. Premier Cho expressed deep gratitude for academia’s immediate support, emphasizing that scholarly participation not only provides scientific foundations for prevention and control but also strengthens Taiwan’s theoretical basis when presenting its achievements to international organizations — an involvement he described as “crucial and irreplaceable.”
Deputy Minister Wen-Chen Tu, commander of the ASF Forward Command Center, praised NCHU as “a vital professional pillar” in the nation’s prevention network. Taichung City Mayor Shiow-Yen Lu also publicly thanked NCHU during a press conference on October 25, noting:“National Chung Hsing University is one of the country’s top agricultural institutions, first-class in both expertise and equipment. On the very day Premier Cho inspected the site (October 23), President Jan proactively offered the university’s testing facilities and expert team, allowing samples to be tested locally rather than being sent to Tamsui. After reporting this to the Ministry of Agriculture, Minister Chen and Deputy Minister Tu immediately approved the proposal, authorizing the city government to send specimens directly to NCHU. This swift collaboration made it possible to complete large-scale testing from 34 related sites within a short time — thanks to NCHU’s proactive participation.”
At the October 26 press conference, President Jan once again emphasized that NCHU is ready to assist with its “TTT enzyme treatment technology,” developed by Academician Chiu-Chung Yang of Academia Sinica. The technology can convert raw food waste into fertilizer in just three hours and also enables energy generation from biomass conversion. He affirmed that NCHU stands ready to support both central and local governments whenever needed.
Premier Cho concluded by affirming that major crises require the joint efforts of industry, government, academia, and research sectors, and extended special thanks to NCHU for its vital contribution to the nation’s ASF prevention campaign.
