To advance the Ministry of Education’s International Industry-Academia Education Cooperation Alliance initiative, the “2026 INTENSE Program Philippines Education Fair,” jointly organized by National Chung Hsing University (NCHU), Cheng Shiu University, and Kun Shan University, was officially held on April 13 at the SMX Convention Center Manila.

The event brought together 15 outstanding Taiwanese universities, forming “Team Taiwan.” It marks the largest collective appearance of Taiwan’s higher education sector in the Philippines in the post-pandemic era and represents a key milestone in strengthening talent circulation under the New Southbound Policy.

Distinguished Guests Highlight Strategic Taiwan–Philippines Academic Ties
The opening ceremony was officiated by officials from the Commission on Higher Education (CHED), along with presidents and vice presidents from universities in both Taiwan and the Philippines.

Taiwan’s Representative to the Philippines, Chou Min-Kan, emphasized the strategic significance of the event in his remarks. He noted that Filipino students ranked among the top five groups of international students in Taiwan in the previous academic year, reflecting the growing academic ties and mutual trust between the two sides.

Building on this foundation, he highlighted that the INTENSE Program not only provides scholarship support but also aims to create a comprehensive pathway for international talent development. The program focuses on forward-looking fields such as STEM, finance, artificial intelligence, and semiconductors, with curricula closely aligned with global industry trends. He added that Taiwan’s strong foundation in the semiconductor sector positions it well to share resources and expertise, helping Filipino youth expand their global outlook and career opportunities.

NCHU: A Key Bridge for Talent Development and Academic Exchange
Speaking on behalf of the organizing universities and NCHU President Jan Fuh-Jyh, Vice President Chou Chi-Chung underscored that the significance of the event lies not only in the presence of distinguished guests, but also in the collective effort of all participants to build a more connected future for young people in both countries.

He noted that as a core institution driving the INTENSE Program in the Philippines, NCHU will continue to serve as a vital bridge—linking opportunities with aspirations and translating into concrete outcomes.

Vice President Chou further explained that the initiative has already begun expanding geographically, starting from Manila, extending northward to Bulacan, westward to Iloilo, and continuing southward. By strengthening partnerships with state universities across the Philippines, Taiwan’s higher education sector is becoming more locally embedded—better responding to student needs while offering flexible support mechanisms. This approach is also helping Taiwanese institutions build recognition and trust locally, laying the foundation for long-term, stable inter-university partnerships.

Tangible Outcomes: MOU Agreements and Industry-Academia Collaboration
During the visit, the delegation reached consensus with several leading Philippine institutions on signing Memoranda of Understanding (MOUs), formally initiating long-term strategic partnerships.

At the event, 15 consultation booths attracted large numbers of Filipino students and educators for in-depth discussions, creating a vibrant exchange atmosphere.
Drawing on past experience in promoting international education exchanges, NCHU’s Office of International Affairs noted that face-to-face interactions are the most effective way to address students’ concerns regarding language requirements, internship opportunities, and student support services. Through social events such as “happy hour” sessions and presentations of institutional highlights, Taiwanese universities demonstrated strong recruitment strategies and international competitiveness.

Expanding Taiwan’s Higher Education Presence in Southeast Asia
The successful staging of the “2026 INTENSE Program Philippines Education Fair” underscores the expanding influence of Taiwan’s higher education sector in Southeast Asia.

Looking ahead, “Team Taiwan” will continue leveraging overseas platforms to promote Taiwan’s high-quality learning environment and affordable tuition, attracting more Filipino students to choose Taiwan as their preferred destination for further studies—opening a new chapter in Taiwan–Philippines talent development.
