NCHU Vice President Ching-Piao Tsai Receives Da Yu Award for Over Four Decades of Contributions to Water Resources and Ocean Governance

The Water Resources Agency (WRA) of the Ministry of Economic Affairs held the National Outstanding Water Resources Contributors and Teams Awards Ceremony on June 4. Dr. Ching-Piao Tsai, Vice President of National Chung Hsing University (NCHU), was honored with the prestigious Da Yu Award, widely regarded as the highest distinction in Taiwan’s water resources sector, in recognition of his long-standing contributions to coastal engineering research, marine disaster prevention, and ocean governance.
Dr. Tsai currently serves as Vice President and Lifetime Distinguished Professor at NCHU. Throughout his academic career, he has dedicated himself to research on coastal environmental protection and restoration engineering, marine energy, and forecasting technologies for tides, storm surges, and ocean waves. In recent years, he has integrated artificial intelligence into oceanographic forecasting, established empirical formulas for wave breaking on steep seabeds, and developed coastal hydrodynamic and geomorphological change models. These research outcomes have been widely applied to coastal engineering planning and disaster prevention practices.
Beyond academia, Dr. Tsai has also played an active role in public affairs related to marine governance. From 2019 to 2022, he served as Deputy Minister of the Ocean Affairs Council, where he participated in advancing national ocean policies, coastal disaster prevention initiatives, and marine sustainability programs. He also contributed to the comprehensive coastal protection project addressing shoreline erosion at Waisanding Barrier Island. In 2022, as a member of the Presidential Delegation, he attended the Seventh Our Ocean Conference in Palau, representing Taiwan and sharing the nation’s achievements and experiences in ocean governance and sustainable development with the international community.
From academic research to national ocean governance, Dr. Tsai has consistently extended his professional influence into engineering practice and public policy. His accomplishments have earned widespread recognition both domestically and internationally. He has been named among Stanford University’s World’s Top 2% Scientists for multiple consecutive years and has been elected Fellow of the Institution of Engineering and Technology (IET), the Chinese Institute of Civil and Hydraulic Engineering, and the Chinese Institute of Engineers. In 2025, he received the Lifetime Engineering Achievement Award from the Taichung Branch of the Chinese Institute of Engineers.
Facing the growing challenges posed by climate change and extreme weather events, Dr. Tsai has long advocated working in harmony with natural systems while enhancing disaster resilience through technological innovation. Guided by the philosophy, “Learn from nature and coexist harmoniously with water; safeguard a sustainable future through intelligent technology,” he has devoted his career to advancing water resources and marine affairs, offering new perspectives and directions for contemporary water governance.
