In responding to the new southbound policies and extending cooperation with south Asian countries, Dr. Mu-Min Chen(陳牧民), Dean of International Affairs, led an academic delegation that included Wen-Ling Deng(鄧文玲), Professor of Department of Foreign Student Affairs, Chien-Te Chen(陳建德), Professor of Department of Agronomy on November 24, 2017 to the College of Natural Resources, Royal University of Bhutan. This visit is in fact a historical moment for the Royal University of Bhutan since it has not received any such high level academic delegation for the past 25 years.
In 1992, Bhutan government and Swiss Development Cooperation/ HELVETAS co-sponsored in establishing the National Resource Training Institute under the Ministry of Agriculture in Bhutan. The mission of the institute included agriculture development and cultivation of human resource experts in the animal husbandry by providing certification courses and short term training courses. In 2003, with the creation of the Royal University of Bhutan, the institute was transferred to the University and is now the College of National Resources.
In 2010, the College of Natural Resources, Royal University of Bhutan started to offer university degree courses that relate to agronomy, laboratory animal sciences and forestry and in 2014, the college also created its first masters programs. Currently, the college has six undergraduate and two masters programs. The undergraduate programs include agronomy, laboratory animal sciences, forestry, sustainable development, environmental and climate and food sciences, while the masters programs include sustainable development internship and national resources management.
Phub Dorji, Dean of the College of Natural Resources, Royal University of Bhutan greeted the delegation of the National Chung Hsing University along with the Dean of Academic Affairs, Dean of Student Affairs and Dean of Research and Development Department of the University. Professor Dorji said that the school has started its international affairs and is looking to promote itself globally, hence there is an increasing number of foreign students in the university and although most of them are from the south Asian region, he hopes to reach out to other south Asian countries and is excited to build good cooperation with Chung Hsing University.
Professor Chen responded and suggested for the two Universities to begin with academic exchange of faculty members, holding seminars together and enroll more Bhutan students to Chung Hsing University in the masters or PhD programs. The delegation also met with several heads of the educational and academic institutes in the short 5 days academia visit.
Overall, the Chung Hsing University academic visit to Bhutan was fruitful and marked an established cooperation with the College of Natural Resources, Royal University of Bhutan. It is anticipated that this will further lead to building a closer academic cooperation between Bhutan and Taiwan and a concrete new southbound policy outcome.
