National University System of Taiwan Signed Memorandum of Understanding (MoU) with The International Cooperation and Development Fund (TaiwanICDF) for “TaiwanICDF Overseas Volunteers Internship Program”

On May 5th, 2022, National University System of Taiwan (hereafter referred as NUST) and the International Cooperation and Development Fund (hereafter referred as TaiwanICDF) signed MoU for “TaiwanICDF Overseas Volunteers Internship Program”. The meaningful significance of the joint cooperation is to strengthen connections among universities, expand international participation of students, help partner countries with the public and private sectors, and fulfill international social responsibility.
In response to the pandemic, the signing ceremony was conducted online. Secretary General of TaiwanICDF, Mr. Timothy Tian Yi Hsiang and 11 university delegates of NUST, including the headmaster of NUST, also President of National Chung Hsing University (hereafter referred as NCHU), Dr. Fuh-Sheng Shieu; Vice President of National United University, Dr. Hsuan-Teh Hu; President of National Taichung University of Education, Dr. Ru-Jer Wang; Vice President of National Taiwan University of Sport, Dr. Chin-Huang Huang; Vice President of National Chin-Yi University of Technology, Dr. Win-Jet Luo; President of National Changhua University of Education, Dr Ming-Fei Chen; President of National Yunlin University of Science and Technology, Dr. Neng-Shu Yang; President of National Formosa University, Dr. Shinn-Liang Chang; Chief Secretary of National Chi Nan University, Dr. Yung-Ping Tseng; President of National Chiayi University, Dr. Han Chien Lin; President of National University of Kaohsiung, Dr. Yueh-Tuan Chen, all attended and witnessed the history. Founded in 1996, TaiwanICDF assists countries with diplomatic ties with Taiwan or friendly states to enhance their economic, social and human resources development, and to make use of Taiwan's accumulated experiences and advantages in the fields of agriculture, public health and medical care, environment, education, information and communications, as well as small and medium-scaled enterprises to respond to the development requirements of our partner countries. In view of the strong motivation of many Taiwanese tertiary youth to volunteer overseas, TaiwanICDF designated 2021 as the original year for the “TaiwanICDF Overseas Volunteers Internship Program”. Students who are accepted can volunteer overseas for one semester and enjoy subsidies such as air tickets, living allowances and insurance.
NUST was founded by NCHU and other 10 universities in 2021. In order to enhance the international perspective of local students and strengthen the sense of local identity in foreign students, the International Work Circle within NUST proposed “International Circulation Project” and was approved by the NUST System Committee on March 25th, 2022. “International Circulation Project” is coordinated by the Office of International Affairs, NCHU, and focusing on “talent cultivation, cultural exchange, understanding and integration into Taiwan”. The core spirit is realized through activities such as experiencing agricultural life and rescuing stray animals, and foreign students are encouraged to integrate into Taiwan and learn Chinese through the “Circulation Art and Culture Award” and language certification scholarships, with the hope of “settling with happiness and giving back to Taiwan”.
In 2021, NCHU already cooperated with TaiwanICDF to promote “TaiwanICDF Overseas Volunteers Internship Program”, recruiting students with agricultural expertise to assist in the sustainable development of rural areas in Uganda and to help farming training courses. The outcome was fruitful. In recognition of the fact that “TaiwanICDF Overseas Volunteers Internship Program” echoes the goals of “International Circulation Project”, NCHU invited TaiwanICDF to cooperate with NUST, and the cooperation also extends to recruiting students with expertise in marketing and design, audio-visual editing and sports promotion, making the program one of the highlights.
Headmaster of NUST, Dr. Fuh-Sheng Shieu, thanked Secretary General of TaiwanICDF, Mr. Timothy Tian Yi Hsiang, for the contribution to Taiwan’s diplomacy. He believes that this cooperation has a historic significance not only in strengthening the horizontal connection among universities, but also in sharing resources and expanding the formal channels for students' international participation, as well as enhancing the opportunities for the TaiwanICDF to recruit students from diverse backgrounds.
