NCHU and NICS Signed a Cooperation Agreement to Assist to Cultivate Cybersecurity Talent for the Industry.

To bolster our homegrown cybersecurity defenses and nurture talent in the industry, National Chung Hsing University (NCHU) and The National Institute of Cyber Security (NICS) signed a memorandum of understanding for academic exchange and cooperation on April 9th. Legislator Hsin-Chun Ho played a key role in facilitating the collaboration and attended the signing ceremony. President Fuh-Jyh Jan of NCHU and President Chuan-Te Ho of NICS represented their respective institutions. To enhance industry cybersecurity defense capabilities, both parties will jointly invest in developing high-level cybersecurity talents in central Taiwan.

Commissioned by the Ministry of Education, NCHU established the Information Security Certification Body (ISCB) in 2015. President Fuh-Jyh Jan noted that NCHU has accumulated extensive experience in information security certification and talent training over the past nine years. Building upon this foundation and collaborating with more professionals from the information security industry,

NCHU aims to expand the scope of its training to include industry professionals. In addition to its main campus, NCHU has campuses in the Central Taiwan Science Park and Nantou, enabling it to cater to the diverse information security talent needs of different enterprises, such as those of the Central Taiwan Science Park or Nangang Industrial Parks. NCHU will offer advanced leadership classes in information security management and compliance as well as professional training courses for roles such as information security consultants, project managers, and system planners. It aims to become the primary hub for information security talent development in the central region.

To enhance the national capability in information and communication technology security, the Ministry of Digital Affairs established the National Institute of Cyber Security in February 2023. This institute is responsible for researching and developing information and communication technology security, assisting in the planning and promotion of national defense mechanisms for information and communication technology security, aiding government agencies and critical infrastructure in responding to major incidents, planning and cultivating professionals in information and communication technology security, and supporting significant developments in the industrial information and communication technology security.

President Chuan-Te Ho of NICS stated that the institute will collaborate with National Chung Hsing University, which has long been dedicated to enterprise cybersecurity auditing, talent cultivation in cybersecurity management, and research and development in technology. Together, they aim to strengthen the capabilities of the Taiwan Computer Emergency Response Team / Coordination Center (TWCERT/CC) through public-private cooperation. This collaboration entails expanding training programs for enterprise cybersecurity protection personnel and enhancing the cybersecurity and personal data protection capabilities of enterprises in the central region, including those in the Central Taiwan Science Park and precision machinery manufacturing industries. The goal is to enhance the real-time reporting and coordination capabilities for cybersecurity incidents in enterprises, thereby strengthening the digital resilience of industries in the central region.
