NCHU Wins the Executive Yuan's 24th Public Construction Golden Quality Award

The Ministry of Education prioritizes the quality of school construction projects. Following rigorous inspections and site visits, the Ministry nominated National Chung Hsing University’s (NCHU) "Phase II Design-Build Project of the Comprehensive Building at the Nantou Campus" for the Executive Yuan’s Public Construction Commission’s 24th Public Construction Golden Quality Award, where it received the Excellence Award. This recognition underscores not only the university's outstanding achievements in infrastructure enhancement, sustainable development, and environmental friendliness but also the Ministry's commitment to excellence in public construction projects under its jurisdiction.

After the streamlining of provincial governments and the devastating 1999 earthquake, Chung Hsing New Village saw a gradual population decline, leading to underutilized buildings and deteriorating public facilities. To revitalize the region, the Executive Yuan formally approved the " Chung Hsing New Village Comprehensive Development Plan" in April 2022. As part of this initiative, the Ministry of Education collaborated on a plan to transform the southern core area into a "university town," securing NT$4.021 billion to fund NCHU's "Nantou Campus University Town Development Project." This project includes the establishment of the university's Nantou Campus in the area.

Since Nantou County designated Chung Hsing New Village as a cultural landscape in 2011, the project adhered to principles of minimal demolition and environmental disruption, significantly reducing its impact on outdoor spaces. A hallmark of this effort is the transformation of an existing structure into a revitalized facility. Originally built in 1998 as a four-story parking garage with one basement level, the building underwent extensive renovation during Phase II of the project. The upgrades included the installation of five major pipeline systems and the integration of a net-zero energy system. This transformation resulted in a modern, smart energy management system and a safe, comfortable space for teaching, research, and administration. The building now houses units such as the International College of Innovation and Industry Liaison and the Academia-Industry Collaboration Center.

The Ministry of Education emphasized that this project aligns with Chung Hsing New Village's development strategy, aiming to establish the southern core area as a key hub for entrepreneurship and innovation in central Taiwan. The recognition of this project with the Excellence Award in the Public Construction Golden Quality Awards serves as a model for campus construction. Moving forward, the Ministry will continue collaborating with universities to foster diverse learning environments and promote a culture that integrates aesthetics, sustainability, and education.
